Why they do it

Calling stations at $2/$5 know they're passive. When they finally raise preflop it's because they couldn't help it. They've been sitting on aces or kings and they broke. It's the same logic as the rock - passivity makes their aggression more meaningful, not less.

The adjustment

Fold everything except premiums. This is not a squeeze spot. This is a get-out-of-the-way spot.

What it's worth

Squeezing a passive player's first preflop raise of the session and running into aces is a stack you didn't have to lose. Just fold and move on.
